Islands may participate in debate on kingdom issues

THE HAGUE--The Dutch Second Chamber wants the Parliaments of St. Maarten, Cura�ao and Aruba to be able to participate in debates on kingdom matters through special delegates. A D-66 motion to that extent got support from all faction except PVV.

The measure is intended to help overcome the co-called democratic deficit resulting from the fact that the legislature of the Netherlands in practice controls the Kingdom Government for lack of a Kingdom Parliament.

The three overseas autonomous countries within the Kingdom would be able to delegate representatives to the meetings in question and give them more content. A reaction from the Chair is requested before the Christmas recess abnd if positive would be followed by the necessary adjustments to the Rules of Order.

Another motion calling for a "Kingdom Secretariat" to prepare the decisions in the Kingdom Council of Ministers and monitor their execution as suggested by the Council of State and other advisory entities was defeated. Internal Affairs and Kingdom Relations Minster Piet Hein Donner had advised against it at this stage, primarily because it involves creating new institutions that must be manned and paid for.

The minister does expect that Aruba may submit such a request at the Kingdom Conference scheduled for December, but said "it only makes sense if the necessary input from the others to progress with the kingdom is there." He was referring to the fact that Cura�ao and St. Maarten both had indicated earlier they were too busy to formulate a vision on the future of the kingdom.
