THE HAGUE--A majority in the Dutch Parliament's Second Chamber wants a quick response by Cura�ao's Parliament to the report of the Rosenm�ller Committee. If no action is taken within two to three weeks, the Dutch Parliament will take measures.
The Second Chamber's Permanent Committee for Kingdom Relations debated four hours on Wednesday evening with Minister of Home Affairs and Kingdom Relations Piet Hein Donner, on the increased concerns about the integrity of the Schotte cabinet in Cura�ao, in particular the Prime Minister himself and Ministers George Jamaloodin (Finance) and Nasser El Hakim (Economic Affairs).
The Party for Freedom PVV and the Socialist Party (SP) demanded immediate intervention by the Kingdom Government. "The Cura�ao Parliament had sufficient time to respond, since the report came out last week. They had a chance to do something, but they only looked on. They laugh at us and assume the Netherlands doesn't have the guts to intervene," said PVV Member of Parliament (MP) Eric Lucassen.
MP Ronald van Raak (SP) called it "naive" to think that Cura�ao's Parliament would take responsibility for the actions of members of the cabinet. "Giving someone a chance is always good, but the culture of fear and intimidation makes it impossible to ask Cura�ao's Parliament to take responsibility. That is like asking responsibility of the captain of a sinking ship," he said.
A majority of the liberal democratic VVD party, the Christian Democratic Party CDA, the Labour Party PvdA and the green left party GroenLinks want to give Cura�ao's Parliament some time, but not more than two to three weeks. MP Andr� Bosman (VVD) implied that the deadline was October 26, when the next meeting of the Kingdom Relations Committee is to take place.
If by then there is no confidence that Cura�ao will execute the recommendations of the Rosenm�ller Committee, the Dutch Parliament will request the Kingdom Government to intervene based on the guarantee function as stated in Article 43 of the Kingdom Charter.
MP Ineke van Gent (GroenLinks) urged Cura�ao's Parliament to "take a good look at this." "Things are not going well. There is no time to waste. We are not going to lie in a hammock and accept that Cura�ao acknowledges the report and goes over to the order of the day. Otherwise I will call for a next meeting and we will have to see how we can deploy the guarantee function," she said.
"The patience of the Labour Party is wearing out," said MP Martijn van Dam (PvdA). "If Cura�ao wants to clean its own house, that is fine, but we give them two weeks, otherwise we intervene. We have passed the stage where we can think lightly of using the guarantee function. It is up to Cura�ao to solve this, but it is their last chance," said Van Dam, who added that people in Cura�ao have approached the Second Chamber to intervene.
Minister Donner said he assumed that "as a self-respecting democracy," Cura�ao would take action. "But we have to give them time," he said. Donner warned that The Hague should be careful in drawing the conclusion that nothing will come of it. "Because then they will say on the other side, 'You see, there is that raised finger again.'"
The minister said the findings of the Rosenm�ller Committee were "serious" and that the facts "justified the urgency" and "required further investigation."
"I can assure you that we are well aware of the urgency," he stressed, adding that it was primarily the responsibility of the controlling institutions in Cura�ao to remedy the situation. "The Charter doesn't provide for immediate intervention."
